Transport vehicles older than 15 years may have to go for fitness test every six months

To provide an enabling mechanism for the scrapping of transport vehicles older than 15 years and a boost to electric vehicles, the Road Transport and Highways Ministry has issued a draft notification to amend the Central Motor Vehicles Rules and sought comments and suggestions from stakeholders.

The draft notification has proposed that the renewal of fitness certificate of transport vehicles older than 15 years should be conducted every six months. Currently, such vehicles are required to renew their fitness certificates once in a year.

“In addition, the fees have been increased further for conducting fitness test and grant and renewal of certificate of fitness for motor vehicles older than 15 years,” the Ministry of Road Transport and Highways said in an official statement.

According to the draft notification, a newly purchased motor vehicle will be exempted from paying fee for issuance of the registration certificate and assignment of new registration mark subject to the condition that it is presented for registration along with the scrapping certificate of the previously owned vehicle of the same category.

However, the exemption is subject to the condition that the scrapping certificate is issued by an authorised scrapping centre or agency and the same has not been utilised for a similar purpose in the past.

“Fees have been revised for renewal of certificates of registration and assignment of new registration mark,” the statement said.

The draft notification also provides for checking of priority seats and signs, among others for Divyangjan (differently-abled passengers or passengers with reduced mobility) at the time of fitness inspection of buses.

“Priority seats, signs, securing of crutches/ canes/ walkers, hand rail/ stanchions, controls at priority seats and wheel chair entry/ housing/ locking arrangement for wheel chair for Divyangjan to be checked and ensured at the time of fitness inspection for buses has been introduced,” the statement said.

Besides, the battery-operated vehicles will be exempted from the payment of fees for issue or renewal of registration certificate and assignment of a new registration mark.
